There is a shadow pool even confirmed by Valve and that shadow pool consists of the subset of players with behavior score "F".

Yup sounds about right, currently at normal, used to be D, but never F.

I thought people used this term to describe the "Forced 50%"

IE "I was on a winstreak but now im in the shadow pool so ill lose"
