One thing a lot of people do not seem to think about is that one serious downside of necro vs viper is that viper is never going to cast spells so in a pure 1v1 you do not get the stick, which is the most OP item necro can get in the early game, that can give you turnaround kills against a lot of heroes.
even against invoker it isnt always easy
his sb came to gank, and with forges + cold snap it kinda cucked me
after that i did win the lane, but viper is rlly shit at handling ganks
also the fucking green cancer team here for u to enjoy
But i cant really be sure, as i am way below your MMR, and at my MMR there could be a hundred other factors that made my lane easy, than just my Blood pick (this viper could've been really bad, IDK).
Meepo is good against viper too diffusal hex ethereal skadi he really can’t do much about it

It reallt depends tho, ta can win against viper, if you know how to attract creep aggro, get an early point in meld, to dodge his right clicks
