if you que at international party ranked, u can queue with non-international rank players, i mean these non bp users were at their NORMAL party que.
its possible that international mmr que with normal party ranked players.
so imagine that if you have 5k normal party mmr, and u que against 8k mmr player but game escalates him as 4k mmr player cause of that international mmr thing.

Ive played with non bp user on international rank alot especially on PT mmr, but when i tried to party my non bp user friend we cant find match. how the hell did they do that?
