is weaver good enough to first pick though? feel like he is hard countered by a lot of heroes until he gets linkens. Which I guess isn't that long.

My personal opinion would be:
Mid - Tinker, SF, TA, Sniper*, Invoker*
Safelane - Jugg, Luna, Drow, TB, Troll, PA*, Spec
Offlane - Abba, Axe, Treant, Underlord, *Omni, Riki, Bara
* = Good for certain drafts
