Heroes that can either avoid his ultimate like Riki, Slark, Weaver or heroes that can tank the whole thing like Dragon Knight and Sven.
Depending on what other heroes Jugg is with, you should know what to pick.
not high mmr player, but with 400+ meeps gamess i can tell you that meepo is just fantastic against jugg
I mean dk isnt bad but sven just gets pressured before he achieves his core items. Dont pick riki for pos 1, you can safelane him tho, but then ur mid imo shud be the pos 1.
I personally like ursa because he shits on jugg in lane, and counters juggs early pushy type play style with a pick off and ganky centered play style.
ursa shits on jugg pretty hard until very late.
But really the best possible way to destroy a jugg is to run axe offlane, the lane will depend on what kind of supports they have b/c 1v1 you'll counter helix the shit outta him. But late game axe with bkb and blademail will solo kill a jugg 10/10 times unless his team has some kind of save.
Slark , you can easily beat him up when you reach lvl6 , even if he cast 1st just go and hit him after the blade fury punce then when you think he's tryin to use his ulti use your ulti.
Axe has the potential to get shit on in lane by certain supports but he theoretically counters jugg. I feel like a jugg can build more hybrid tank items like skadi and maybe even an ac to deal with blademail tho thats how u deal with legion blademail too.

Generally Jugg has issues with high physical dps carries that he can't manfight or that can kite him. Ursa, Clinkz, Sven, Meepo, Slark, TB, Weaver all are pretty good.
slarks awful against jugg
morphling is kinda garbage as well
same goes for ursa
luna's pretty decent, id say, as well as weaver and sven
i think if jugg and slark just trade hits, jugg wins.
also i think juggs a deathball hero and slarks pickoff.
not sure you know well enough daddy, jugg builds DPS items when slark builds invis, sustain, that kind of shit... jugg has lower BAT and passive crit. so yeah not sure how you know that slark wins...
Jugg is gonna 5 man and bulldoze all your towers before slark can start trading hits with jugg
