if ur setting are on cloud u wont lose them. and u have to deletethe game completely to restore it

Hi. I wanna restore 7.00 backup files so I don't have to download 7 GB files. I have some questions:
1. Do I have to remove the current Dota2 client & then start restoring? Or the client can update the current version to the new one just by restoring?
2.If I remove the current client, I lose the personal settings?
