That is a factor but I think the main factor is how difficult it is to be effective/useful with a hero. Puck for example cant really screw up a teamfight like a KOTL/Disruptor but Puck is still a high skill floor/cap hero.
A bad player on Puck will be utterly useless, unlike a bad player on Drow or something who can still hit things and provide a useful aura.
