No. "Poor network conditions detected" means Valves server is facing issues. Otherwise someone could simply unplug his network cable and the game wouldn't count. If you have connection issues yourself you are simply disconnected, nothing else. There is a 5 minute disconnect timer that causes you to abandon. Someone abandoning will ALWAYS get a loss and -MMR. In case said abandon happened before first blood, the game won't count for OTHERS, but the abandoning player is still punished.
Like I said, I'm not even sure this has been happening, as such a game should show up in your history as an abandoned game. However, as there was a game that you mentioned, I don't think it's a coincidence and you "simply" abandoned the game."

i was playing ranked match with my friends when suddenly one of my friends dc'ed and he can't reconnect. after a couple of minutes, it says poor network conditions have been detected. no stats are recorded for this match. the game is safe to leave but during our next game, we found out that our mmr has been deducted. wtf is this valve?
