ive lost a net total of 14 out of all the 21 games iev played in a span of the month

You will start winning again if you start looking at your game and the heroes you play. You just gotta play the system, that's dota, you aren't going to win them all.

Even if you are pro you aren't gona win them all, there is too many game specific variables out of your control even if you think they are within your control.

Try playing some heroes in the top 20 "high win rate" meta. You will be amazed by the results if you just be sensible in the laning phase and get your items quicker. I am having a decent time with WK at the minute simply because of his tankiness mid to late game. He doesn't work every game of course but I have won even against teams where I shouldn't be picking him but I was that confident I could get more last hits. You will also have to pray you don't get a full team of retards who just ruin the game and feed early. And that's what I mean about things out of your control, once you get those games you just need to focus on getting items and hoping the other team makes mistakes you can capitalize on.

I was once at the point of no self belief but thankfully a very good friend and a veteran at dota helped me with my understanding of the mechanics which in turn helped me with my over all performances, especially in the laning phase.

Looking at your last game shows the game was over before it even started. The difference in XP gained throughout that match is soooo heavily leaning on the opponent's side due to mass feeding going on. Look at the morphling, abba and mirana deaths, way too many deaths or feeding, whatever you want to call it. That in itself is why you will never win all your games.

Not all games are winnable did you see the 27-10 SF with the DC'd Spec and feeding zeus? It happens it's actually really hard to get a semi decent game in your bracket as no one in the MMR game has any idea what it takes to win games. They just do things and hope that it yields a win.
