Are you playing over a wireless network? it might be interference with your connection between your computer and router. If you are try connecting the computer to the router by a cable and see if lag reduces.
It's a wireless network but my labtop can run dota with low ping but not my desktop. I initially thought my adapter might be spoilt for the desktop but speedtests are stable.
Is there anything else on it or stuff that would interfere with your signal like a baby monitor? How far away are you? How many walls between?
I tell you what, you could use some learning about wireless signals. Lots of stuff interfere for sure, uh huh. Do some of that googling and you'll have an answer. For now, I tell you what. Hook up a cable and see if it does any of that downloading without the problems you were having. Uh huh.
Do you use a wireless internet adapter like netgear? If it's the case, check if you have downloaded the driver program correctly or just reinstall it

I used to have 10mbps and I could play games smoothly with 5 ping. I've recently upgraded and maintain around 25~30 mbps nowadays but the lag is atrocious. We're talking randomly ping spiking to 4000 or packet loss of 10~20% for several minutes straight.
Other games are fine and etc so I can only think of it as some configuration malfunction. Does anyone else experience this?
