My reaction to this:
I rarely have problems with Dota and don't blame Valve for the ones I have. So I don't really care about the first 2 points.
I am personally against the surrender button, but that is simply a preference. No facts helping or hurting the idea, I simply wouldn't enjoy having that option around.
I would love if the was a new game mode or if all pick was changed so that people could declare their position before hand. However it would have to be done right. One of my favorite parts of Dota 2 is how what position each heroes play and what position composition makes up a balanced team is more of an art then a science. If the system for declaring your position was made too specific, it would be impossible for strange yet viable team comps to exist. One way I would be ok with this process is if the positions were defined by farm priority 1-5. These definitions are both loose and stricked at the same time. Any hero would be open to any position, but the players would be expected to play the position they signed up for properly. Not every team needs a jungler or even a defined tank, but every team can at least be assigned farm priority.
For mmr, I don't think anything other then wins should count towards increase or decrease of it. If the how well you played system was made perfectly it would be great. But if it isn't (cause being perfect is practically impossible) it would be awful. It's annoying when you lose mmr cause of a bad teammate, but these losses and wins cancle out over time. It would be much worse in my opinion if you were contributing to wins and having a positive percent but wasn't rising mmr because you weren't playing the way the game wanted you to.
For split mmrs per heroes, I like the idea but not the logistics. Since the 25 heroes would have to be changeable for when you get better with different heroes, you would basically need an mmr for every single hero be hidden. And I'd rather not go through over 100 mini calibrations. It would also be annoying to have to decide what heroes you would play befire a you enter a game. Some games are just not the place to play your top 25 hard carries or mid 25 supports. However assuming that the choosing your position before a match idea went into effect, I think a different mmr for each position would be very doable. Technically any hero would be open in any position, but many players already specialize in position types. I think this method would separate people into different mmr accurately.

But signing up before and talking to the players before starting the match ensures some predictability, we don't go into random games with no control.

regarding individual mmr: they can show the individual mmr for all heroes. they automatically give us our top 10, 15, or 20 heroes. The reason for this is that if we suddenly pick visage and the match making matches us with our mmr with good heroes for us, then we ruin the game for the other nine.
so as our mmr with visage is low or non-existent we are matched in that particular match with low mmr people. Of course our overall mmr (which includes skills like positioning, item knowledge, last hitting) should also be considered.
and regarding surrender i think you will like it by the you are 1000 hours in. What if all 5 in a team want to end it like after 30 mins, when they are getting fountain farmed, they still have to endure it?
you are also playing a huge amount of games in normal. Ranked games are much better quality where people actually give a shit.
And gg button means you'd only be able to pick early game shit, no comebacks, bye bye medusa, spectre (until this recent patch), naga, all the good end game heroes. Bye bye rat strategies. If your team doesn't start 10-2 who's going to finish? Bad heroes but with crazy lane presence will vault to top of win rates like huskar and viper.

^ + 1 to what triplesteal said . U need to actually spend more time looking into the game to understand why Valve does not do it the way you wrote in your first post. There is a reason why individual performance is not counted but only Win Losses + - 25 MMR system.
All I want to say is, if valve puts a surrender button in Dota 2, then the game is ruined. Why? Because if any of you have ever played smite or any other MOBA with a surrender button you realize that people start giving up much quicker, spamming surrender, and trying to convince the team to do the same. Just abandon if you don't want to commit, so whoever is actually trying can at least get your gold.
