every since I built the PC I've had an error mesasge every time I start the PC saying something like "Fan 1 is not running at right speed"

My GPU has 3 built-in fans, and one of them are not running at full speed and when I do play dota it makes weird sounds like HRU HRU HUR UHRUHRHUR HUR UHR HURUHRU
I stopped the fan 2sec ago and problem was solved, but thats temp. fix. Actually my finger slipped into another fan and blew up, but that's irrelevant.
