they are available for purchase on the steam market, but you cant see which hero it will be

I'm hanging on to it until I have an idea of value. I don't think when an event happens every one of the 200 or so drops is an effigy.
Since there are none of the market atm from TI-5 I can't say for sure the worth.

searching for "july" was incorrect
you have to search for "jul" instead
there are a bunch up, ranging from 10-300 bucks

you search for "heroic effigy of fame" and then click on it. You get all the listings. Then you narrow the search by typing in "jul". I was typing in "jully", but the items use the abbreviation
Most annoying thing is you can't tell what hero they are... even though once you buy it, it will say on the item description. If you look up match id, you can figure it out based on the hero played, but if it is a X team won vs Y team, then i think it is last to hit the base or random or something.
starting tomorrow, the drops will be "jul 31" for example.

So I got this item drop during the wild card, and I didn't know they existed so I didn't know anything about it. Here is what i learned so far.
1- they aren't new to TI, there are ones on the market from other tournaments.
2- Even though you cant search them by tournament, there are no heroic effigies on the market from July 2015, meaning that there are non from TI currently being sold on the market. there is no trade restriction on them, so they may be somewhat rare.
3- they come in any type. Jade, Ice, Legendary golden are all options (mine is vanilla). They are bound to the hero and cosmetics of the pro player that triggered the item drop. So mine is only anti-mage. The effigy can be equipped and later sold.
4- By far the coolest parts of these effigies are the extra features:
A- The effigy posed can be changed at will as many times as you like. No reforger needed.
B- The effigy has a menu option to watch the replay of the event that trigger the drop. Click it, and it will download the replay and it will fast forward to the heroic event.
that is all i know so far. Let me know if you guys learn anything else :)
