You should probably never trust people but if you do, i would recommend you to actually fraps some conversation and keep the fraps on all the time. That way you might lose an item but you will get the other person banned for good. Also if he just taxi the items to another account volvo tracks the items and bans that account as well. I remember a friend of mine used this method to get a scammer banned :). He lost the item though.
nobody from Valve will ban someone for gift scamming.
And from what i remember they now give your items back only once.

valve doesn't give back scammed items. they basically all scams can be avoided and if you do get scammed then it's cos you're stupid. if your account gets hijacked that's a different story
