this is a feature available for even non plus users.
press the hero tab and you have skill brackets, lobby type(ranked, normal), servers, time and even more
if you mean the general winrate then it is not relyable anyway, else everyone would be spamming omniknight to get 9k mmr if youk know what im saying, useless info

he means general winrates. not personal. IMO it is relevant, because normal skill is different from vhs. I would love to see most bought items on normal skill vs vhs... and so on.
