there was a period of 6+ months where it was pretty much the same patch(the last patch before 7.00 i think) and a large number of meta heroes still changed because overall lots of heroes were viable
case in point with sobaka actually, he was pretty much the same for months but only surfaced recently and everybody went APESHIT
also im certain new bf isnt op in the slightest and its just a trend that will slowly fade away with or without changes to bf/creep gold(though im also cerain it will be nerfed so we'll probably never know)

i think catapult's damage is fine, it allows teams with bad tower damage to push more easily. its the hp that is the problem. you literally cant kill it unless the tower is hitting it or you have pure damage. not to mention if runs with like 400 movespeed. at this point people will start buying midas just to counter this shit.
