Id say that theorically no, but afair back in the old times i was added by scammers which had 0 games on their accounts. Idk how tho.
No, but you can still add people to party in the dota 2 client by making a chat group. Nevertheless people with games purchased can still add your account. Just make a steam group and then other people can join that particular group and add your account from there.

If I remember right you can still be added, just not send invites (so ask the friends on your main to add that acc?)

Redeeming gifts also removes restrictions. So you could gift your smurf a very cheap game if you have a litle wallet money left to spend on your main.

^ That game (Caster) is good right now at 95% off, it comes with about 3 free steam trading cards for playing (or opening it and afking) the game too so it becomes practically free after you sell the cards.
It's just too bad that redeeming a gifted game on your smurf doesn't unlock steam market restrictions for it. But at least you get to add friends directly from your smurf.

yes it prevents bots from spamming you with friend requests and invites to trades. It's a good feature. For bots to spend ~25 cents to unlock an account is a big deal. For humans, not so much since you do it maybe once or twice.
