The rate system is a placebo. Valve spoke about their system of allowing players to give star based feedback on players and games awhile back at a psychology program at a University.
They said that around half of the stuff they have done is literally meaningless. No purpose to it, and who knows if they even keep the records of it.
It is simply their to make the player think they have the ability to give ratings.
