No he does not actually. Let me explain. Let's think you do 1 damage each hit. Jugg will do 65x1 and 35x2 damage which is 135, while PA does 85x1 and 15x4,5 which is 152,5. But considering PA's crit is an ultimate and is less reliable, I would go with Jugg.

I have seen wraith king with deso and pt 2-3 hit supports and his skill isn't even an ulti.

I think it was 55% for 1.5 crit so its 27.5% crit
in comparison to a riptide which increases the dps around 25% for the team and is a nuke and and and

People think because numbers appear more often they are better, but they are just more reliable nothing more.

Crits such as CK, WK and PA have a low chance however create spikes in the DPS chart and have the highest potential damage in comparison to reliable slightly increased dps.

I got critted 6 times in a row by a PA while I Natures Guised myself within the fadetime \o/ PRD

The thing with CK is that bonus damage from reality rift can be multiplied. But still it's so bad and everyone who gets a single point in it before maxing QW is braindead.

CK crit needs a buff already. Seriously, even Panda crit is better and it gives evasion as well.

These abilities shouldn't be evaluated in a vacuum. Like brew's it also gives him dodge. Great ability. PA's proc rate is low but it syncs well with her blinkstrike.

Ck's is a very low proc but his illusions can crit and do full dmg. Ck is a weird hero anyway with highly variable base dmg and skills.

No it doesnt stack but both of them stack with vlad

Ck crit might not be the best crit but lategame Ulti + blinkstrike just kills people
its 4 minimum people.
Its an average of (min 400%) 480% of basedamage within 1 strike which is obnoxious. Also a potential of 1500%with lowchance but existant. If 2 units crit its already 800%.
Itself not strong but hige potential

If i had to choose any of those abilities I would go for Doom or Brewmaster, probably Brew
