Solution: Since you already have at least one account in high rating, just take your 2k account and play it up yourself. As you clearly are a player who wants to do "matchmaking experiments" instead of bragging with his 5k accounts, this should be no problem at all.

Literally just dont want to do the work and wondered if someone else has. I know there are people that are willing to do for items or such. Playing to even get to lvl 13 is a pain enough.

After 5 games won on smurf account i had people with 5k mmr in my team. think about it ^^ ( did not even play that well)
Created new smurf ACC, after 3 games (wins) i apperead on 1st page, 2nd slot. Guy against me was Empire.Resolution.

You can but accounts. But the guy can easily go back on you and ask steam for his account back cuz of hack. Unless he has good rep. and has a history of satisfied customers beware. They can just close account too for violating terms of agreement.
while its true that u get to the highest or second highest normal game after 3 games on a smurf, there are stilll like 30 ranked games above u. it was better before ranked play was introduced and u could get to the first page.
Well, that is why I was asking for a steam account without any bought games on the account. If you have games on it other than dota its easy to give them the paypal Id number or cred card number and take the account right back. Im wondering if anybody has a smurf or anything.

What if I wanted to buy a steam account with Dota on it (f2p) with a 5k rating on it. I don't think that could be against the ToS and there isn't any credit card history on it for someone to get it back. You can make fun of me all you want for even bringing this up, but I'd like multiple accounts in high rating that someone can give me so I can do some matchmaking experiments. I even have dota accounts in the 2k rating but those are easy to achieve.
