No. You can only report them and move on with your life. I lost a 1v1 (meant to be friendly) and the childish american continued to grief me all night following games I was watching and inviting me to groups like "you mad bro" etc.
You have to understand that most of the player base are egotistical children who hide behind their imagined wall of internet safety so there is not a great deal you can do against griefers except report them and shake the game off.
I honestly think the offences that we can report for are limited. They seriously should consider adding a report for being noob button.

It's okay if someone is noob, he's just begginer and he will listen advices that you give him, and at least try to do something... But idiots that ruin game on purpose, feeding and spamming whole game, they are real problem, and they should be banned for more than 5 games in low priority, at least 15 days/ 1 month.... Sry for bad english.
It can be unfair for people for people who are feeding because they're new. The system, person whatever the hell manages the report system can't possibly analyse all the replays to know if this guy got reported because he purposely fed the other team. If it's just counting the reports given then, that would be unfair for the new guy who got reported and banned for 15 days because he was trying to learn the game.
Besides some people have bad games and when they get reported and banned, it would just encourage more smurfs and more inequality between the brackets.

If a report would ban someone for more than what it does now, than todays feeders could become "reporters", and group up to report random teammates together for fun. I dont know how it exactly works, but 4 reports can have a bad effect i guess.
And why would you want to report someone for being a noob? Its already "punished" by the mmr system. Okey, its not working perfectly, but neither would reports. Or you want beginners to play in low priority with leavers and feeders only? And never have a chance to learn the game?
Another thing is, when you play against a tryhard stack and die a lot in laning phase, your teammates will report/spam "report x pls". Some combos are so strong for pubs if executed correctly, I sometimes feel sorry for our opponent when his teammates harassing him for being a noob when its just that our lineup is way better and it was maybe the teams fault to force him to that lane, not even his... But hes the one got reported... So make unlucky people's playtime really miserable, so they wont feel unlucky anymore, they will know that they dont even have a chance to get teammates with brains? :D
