So many threads have been made about this. Can you look for them instead of re-posting?
They already said its not a planned feature.

General Discussion[Suggestion] DBR Privacy switch
It would be nice if every user could set his DBR:
- private (default - because it is so at the moment..)
- public
- public (for friends)
- public (for players he played with or against)
