If so, you can get diamond independ of how many games you have played.

a friend has 119 matches 82%percentile and he is diamond with somewhere about 1400-1500 rating, his name cdan2603.

diamond is above 1950 buddy, and a percentile of a minimum of 99%
your buddy is probably at edge of gold or platinum

u could get to diamond in 50 games

just dont lose much and dont queue with anyone lower than your rating cuz when u play low level games u cant gain much

when i go into LPQ i gain 0 pts per win since it cant find anyone good to play vs

Got diamond after just 28 games. So number of matches has nothing to do with it, as i said.
