yes, you can. In hotkey you can set quickcast on specific slot on items and also same box you can set both cast and quickcast as separate botton. for example I set 5th box as mousewheel-up as normal cast that I can self-cast Eul on myself by eoll mousewheel and I set quickcast on this box as 5 to Eul enemy.

Either you or I don't get his point. But what I got is that he wants Blink Dagger to be on Quickcast regardless of the hotkey or the slot it's in. Now if there's something like that, it would be great.
if you enable advance quickcast/autocast hotkey you can set both normal cast and quick cast . op asked if he can make only one item on quick cast and others on normal cast

I feel having only blink on quick cast would help a lot
